A licensed clearing agent files your Goods Declaration on WeBOC/PSW, classifies the goods under the correct HS code, arranges the regulatory approvals your cargo needs (DRAP, plant quarantine, PTA and others), handles assessment, examination and duty payment, and gets the consignment released and delivered. In short: the agent owns the gap between vessel arrival and cargo at your door.
