Seed clearance begins long before the vessel arrives. The Department of Plant Protection (DPP), under the Ministry of National Food Security & Research, issues an import permit on Form-I under the Pakistan Plant Quarantine Act, commodity- and country-specific, and valid for a limited window. Import without a valid permit, or against the wrong conditions, and the consignment is stuck. We help secure the correct permit up front so the shipment moves on arrival.
The consignment must also arrive with a valid phytosanitary certificate from the exporting country's plant-protection organisation, confirming the seed meets the import conditions set through Pest Risk Analysis. We check these documents against the permit before filing, so there are no surprises at the quarantine station.
On arrival, seed consignments are quarantined and examined by plant-quarantine inspectors, who release, treat, or in strict cases reship or destroy the goods. We coordinate that inspection, arrange any required fumigation or treatment and follow the file through to the Plant Protection Release Order (PPRO) that customs needs for release.
DPP is integrated into the Pakistan Single Window, so permit processing and release move online. We work that system daily for agricultural, hybrid, vegetable and research seed importers, keeping planting seasons and trial timelines on track.
