Every import and export declaration in Pakistan is filed electronically, WeBOC is Pakistan Customs' clearance engine, and the Pakistan Single Window (PSW) is the national platform built over it that now serves as the trader's front door, connecting customs, regulators and banks in one place. Before your first shipment, you (or your company) must be subscribed. Here is how it works.
What PSW is, and what changed
PSW consolidates what used to be separate: customs filing, other-government-agency approvals (DRAP, DPP, PTA, quarantine), and the banking leg of trade payments. Instead of visiting each authority, a trader files a Single Declaration and requests regulatory approvals inside it. WeBOC continues to run clearance underneath, but new traders onboard through PSW subscription rather than the old WeBOC ID paper process.
For established traders with legacy WeBOC IDs, profiles have migrated into the PSW environment, one identity, linked registrations, and role-based access for your staff and your clearing agent.
What you need before subscribing
Have these ready; gaps here cause most onboarding failures:
- NTN registered with FBR, and sales tax registration for commercial trade.
- CNIC of the proprietor / authorised signatories (NICOP for overseas Pakistanis).
- A bank account in the business name at a PSW-integrated bank.
- Business registration documents (partnership deed / SECP incorporation, as applicable).
- A mobile number and email registered in your name for verification.
The subscription process
Subscription is online at the PSW portal: create the account, enter business and registration details, verify via the checks the system runs against FBR/NADRA records including biometric verification, pay the subscription fee, and receive your credentials. Straightforward cases complete quickly; discrepancies in your tax or identity records are the usual snag, fix them at source (FBR/NADRA) and the subscription follows.
Once active, assign roles: your own users (declaration view, document upload) and, critically, authorisation for your licensed customs agent to file Goods Declarations on your behalf. The authorisation is electronic and revocable, you stay in control of who acts for you.
After registration: using the system well
Subscription is the start, not the end. Keep registrations active (sales tax compliance matters), keep bank details current so duty payments and bank-leg matching work, and use the visibility PSW gives you: declaration status, approval progress and history are all inspectable. A well-run import file is a shared file between you and your agent, both watching the same live status.
